I think there needs to be a real effort to go into high crime communities (of all types) to begin to attempt to repair the social damage that helps lead to high crime:

Circumstances like fatherlessness, poverty, etc., are real social conditions that predispose children, especially young men, toward poor outcomes in life. If you can find programs that really work to improve those conditions (not talking about endless subsidies - those have been happening for decades with only worsening results), then you can begin to reduce the need for the criminal justice system in the first place.

If such initiatives were begin, it would have to be with the understanding that we may not begin to see any fruit from them for years. So this would be a long social experiment.

But families need to be rebuilt. Self-respect needs to be restored. Personal finance needs to be taught and learned. All sorts of things in order to built the kind of stable foundation that lets healthy, well-adjusted children grow up with higher chances to avoid a life of negative police interaction.

On the converse, with a lower crime population, it takes some of the pressure off the cops. That lets some of the criminal reform initiatives you implement there have a better chance of working to everyone's satisfaction.
