The decline of the mega cities, is it happening in your country

Do not compare Hong Kong to any other city. They have closed borders with Mainland China and every single country they are bordered against. HK people are crowded and jam packed that they were forced to live caged homes. HK cannot move anywhere. The only option is China taking it back so people can move inland. HK still stuck in the Cold War era of buildings.

As for California, it is caused by the Rich. The price keeps rising that new comers cannot even afford unless they have rich parents.
