I don't work in IT, so I don't know how they do all they things that they do.

I found this article that seems to make sense in regards to why just turning off your phone is not enough.

According to the article, removing the battery may prevent the ability to track a phone, but I don't know how that works when the battery is reinstalled, because I have heard of people that have reported their phone continued to track their movements on google when their battery is dead.

My iPhone does not have this Covid tracker.

Not sure why someone else’s would.

Maybe a regional update.
