Utica, New York, apparently. The other day. Not much more info than that. It might get some traction. Not too many decent "real" alien videos these days.

I suppose it could be a short person wearing digilegs(I can't post pix but here is a link) and costume and pranking the filmer?

gonna go out on a limb (nyuk nyuk) and say i'm actually really intrigued by this one.
If it's a costume it's super well done - obviously it's difficult to tell for sure but the head sculpting seems super tight and detailed (there's a hint of ridges around the jaw area at one point) and the skin has a nice real sheen, and if those glowing eyes are really goggles then they're recessed extremely close to the face.

None of that means it's NOT a costume but it's absolutely not some silly pranker just pulling a halloween mask and some night vision goggles on and scooting over to scare the woman next door.

also.... yeah, those ankles hey....

very annoying that there is precisely enough footage to get just a tantalising glimpse, but as we're all aware - that's..... just... kinda what happens, isn't it? somehow. high strangeness!

What is the case number?

ETA: Just found it.
The witness has about 7 other cases in the CMS all listed as hoax.
I'm sure this one will follow suite.

2nd add. What's even more weird is the amount of apparent hoaxes coming out of Utica.
I'm looking over the cases and it's Hoax after Hoax, after hoax.
Reports of MIBs, with videos of helicopters hovering. A video of a "UFO" on a flat bed (it does look weird, and if I was just driving down the road and saw it being escorted by 4 or 5 other vehicles I'd think it's odd also), reports of beings, but they are all listed as hoaxes by the same investigator.
Weird.
From what I've seen and read so far, none of them should be dispositioned as hoax.
IFO maybe, but to classify something as a hoax, it should be an event that the witness knows what it is an is trying to fool others by saying it's something it isn't.
I don't see any of that happening here.

Im thinking the investigator must be new and is dispositioning the cases incorrectly.

Last few frames it has a stick or something it's carrying. Kind of carrying it like a hip fire.

Eh, probably a hoax. Nicely done, though. At least somebody in Utica New York is getting out and doing things.
