What if the other planet skipped the whole dinosaur era and an intelligent species developed relatively early?

It's also possible that a single entity took over their planet early and never lost control. Imagine if Rome conquered the entire globe 1000 years ago and a focus on technology improved civilization even more rapidly.

Contact is a pretty dangerous proposition to the world. It's comparable to us creating biological weapons. The risk/reward is too small.

As much as I find the subject interesting, it is not worth the risk. We don't know what their motives or intentions might be, nor do we have the capability to defend ourselves if that that civilization is hostile and possesses the means to travel here. Its a more prudent course of action to continue with various passive detection methods rather than actively attempt to make contact.
