Exactly, doctors dont just prescribe medicine because they heard it may work, people are really clinging to any possibility now even if it detrimental to their health.

This medication can only be obtained with a prescription - it's not something people can go to the store and hoard. His hoarding excuse was bs.
That's what they said about opioids too.
This is a very toxic drug, that can cause blindness, liver failure and death, and has not as yet been approved to treatment of COVID 19. The clinical trials only started yesterday.
I'm sure that Nevada isn't forbidding patients who are part of the official clinical trials to be prescribed the drug. It's just not allowing doctors to administer an experimental drug willie nillie.
