I contend that most of the root causes identified for healthcare.gov are not unique and it is not a surprise the federal government struggles with adapting to new technology. A large, bureaucratic organization that has significant experience in core government policies is likely not adaptable to behaving like a “start-up” and successfully launching new technology.
The irony, in retrospect, would be the easily done and quick Iowa caucus for Trump, smooth. Granted, he was literally unopposed, but if you are a voter and you're looking down at these two things, it's all essentially optics.

This Caucus wss a boon for Trump, whether he planned, wanted or not, it was perfect optics to broadcast a Democrat circus, compared to Trumps smooth and quick Causcus. Trump also capitalized on it as well, utilizing his vast social media support to call them out.
Trump was the clear winner for a number of things in the Iowa Caucus.
