Soooo...there's no one on the planning commission, city council, mayor's office, or any other group that should have said something that isn't a democrat??

I find that somewhat hard to believe...

Well I looked it up as per my post on page 1 and everyone on the city counsel are democrats and they run the departmets such as the water department...Wheeler actually runs it. The only other person who would have had any final say until it went to the council members is Stuhr but I couldn't find his affiliation. He is the top administrator in the water department and has a masters in engineering as well as a 14 year army corp of engineers veteran. I would probably be looking at him and Wheeler on this.

Nobody looked at the plans and thinks, hey it looks like a big pond with no streams running to it to feed it and do drainage system to take the water away?
How does that happen ?
I guess incompetence is part of the job description over there.
