Bizarre. Why on Earth would people do that? Isn't there a supposed overpopulation issue? So why would consanguinity rates be that high? It's not as if the population is tiny...

It is in some places. Remember that tribal identities and some religions support this sort of behavior. Couple that with widespread lack of education, and very little mobility and it isn't surprising.

We all want to believe that the rationality of people is universal. But the data tells us otherwise and it is hard to talk about without offending sensibilities. But if we don't talk about it we'll never be able to fix it.
