Emergency services were called out to an Essex seafront after beachgoers said they were struggling to breathe.
Police, paramedics and the fire service attended the beach at Fourth Avenue in Frinton-on-Sea, after receiving calls at about 14:00 BST.
The cause is unknown and is being investigated.
Miriam Lansdell told the PA news agency: "My daughter started coughing. She said 'I don't feel good. It hurts to breathe in'."
The 45-year-old mental health worker from Derbyshire, who was in Essex with her twin daughters visiting her parents for the weekend, said she also had
difficulty breathing as she lay on the sand drying off after a dip in the water.
Similar event happened with visible cloud of gas at Beachy Head about 3 years ago .
Speculation is fuel spill . Surely reports would be accompanied by 'smell of fuel' . At Beachy Head it was 'smell of chlorine' .
