No one sprays them. It's a hoax, and the stuff you see is just ice particles which form most of the exhaust of jet engines.

The first time you had those contrails was when the exhaust of an airplane created an ice cloud. Since the old propellor planes didn't exhaust lots
of water vapor, you didn't start seeing lots of contrails until the sixties, with the advent of commercial jet aircraft like the 707 and the DC-8.

The guy that came up with the idea and actually started the hoax big time was named William Thomas. You can google his name and be directed to many
"chem-trail" sites which look to him as the Jews look at John the Baptist.
