Controling Time...

controlling time is like controlling the world, but would someone use a machine or just plain gennetics or maybe a suit fo some type

Time manipulation involves altering your existence in a temporal dimension. A time machine would aid you in doing so, but you would not be able to control the world. There are, however... "entities"... that are capable of doing this, though not human. On the other hand, a human in its natural state, is incapable of 'controlling' time, even with the correct tools.
