As mentioned blocking the roads that lead into the area, miles back before even entering property should suffice. Additionally the deployment of ADS's should be effective. I don't think anyone will be shot at, even if they break the law because that would be a PR nightmare! No one needs to get "mowed down" here, just controlled.
