Doubtful.

The last 40 years or so we've been working through a few generations of smaller and cleaner nuclear devices.

We already have the "bigger" part covered.

Now we need a nice little suitcase one.

Although it could, playing devil's advocate, be testing for non-nuclear kinetic devices.
