I’m not sure, was that a police officer? At those slow speeds, the bike will have a lot of torque. “Safe” is a subjective term, but it can be a moving violation to raise your front tire. This video is not very interesting. What lead you to make a thread about a motorcycle lifting it’s front tire?

What I see is that the glare of the windshield makes it appear that the cop's wheel is leaving ground. When he is changing lanes it makes the light appear to move in a completely different way than when he was riding in a straight path.
If anyone's wheel ever leaves the ground it would be considered unsafe, no matter how many years you have been riding.
I seriously doubt that the cop did a wheelie, but if I am wrong and he did, that would have to be intimidation. Cops have to go through a very rigorous test to be a motorcycle policeman, they can do stuff that is amazing, so I doubt that one would do it, but then again, cops are human.

He might have popped a small wheelie under hard acceleration. Most of those police bikes are BMW k1200s. Plenty of torque to pop wheelies. Most high powered bikes will lift the front wheel under hard acceleration whether you want it to or not. It isn't 'unsafe" and most bikes will just do it if you are trying to get up and go in a hurry. The computer detects the front wheel coming up and will automatically just slightly cut power to keep the front wheel down. Much the same way traction control / launch control works on sports cars these days.

Most of the modern sport / touring bikes have "anti-wheelie" settings to mitigate the torque nowadays. Basically, you can set it so that if you whack the throttle you won't wheelie or the wheelies might just be a small one. The computer won't let you wheelie out of control.

Here is a BMW S1000 showing it kicking in under hard acceleration. You can see the bike hop hop hop as it tries to wheelie when he is accelerating along with the traction control light flashing.

Maybe police officers enjoy a "spot of fun" every now and then

Old guy here , and I still enjoy that feeling.

From this perspective the bike looks to stay on the road. I can understand some confusion as the yellow washes through the leaves, if that makes sense.
