Actually, we don't know. As Phoenix358 pointed out, evidence points to President Trump planning HOW to drain the swamp properly, for many years. Part of that planning probably involves using deception tactics against the enemy. That's described in one of his "How To Win" books.

You're quite right. And you really have to dig, to find information on that incident.

If any "normal" airman had murdered sailors, in the process of pulling a prank like that, he would have been officially executed, or killed by inmates in the military prison.

And if he pulled a prank and lives were lost, how the heck did he get into government. American politics are a weird car-crash type beast, full of horrors but you cant stop watching it.... :-/

Do a search for wet start and John McCain. He was accused of pulling a stupid stunt in his jet that caused deaths on the carrier.

Some say it's not true, but some who were on the ship have claimed it's true.
