This is the text of the bill as of yesterday. Now, I have not yet read the whole thing, but I read enough in the very first section to make the above statement. This removes all possible voter ID laws.
It specifies that states must make Internet access to register available by Internet, and that only an electronic signature is required. For those who have a state ID with an electronic signature on file (read: citizens), that signature is used. For anyone else (read: non-citizens), they can mail in a copy of a handwritten signature, or they can just make an electronic 'mark' and then sign the roll at the polls.
Then it goes on to say the same services must be offered through an automated telephone access.
This is nothing more than a way to let all those illegal aliens vote.

I never realized it was difficult. Are you sure this isnt just code for "making it easier for illegal immigrants and other illegal voters, such as dead people, people voting multiple times in multiple districts, etc"?
What is difficult about it that needs an act of legislation to make it easier?
These include nationwide automatic voter registration, Election Day registration, two weeks of early voting in every state, an end to aggressive voter purging, funding for states to adopt paper ballots, the restoration of voting rights for ex-felons, and declaring Election Day a federal holiday. While states control their voting laws, Congress has the power to set voting procedures for federal elections.
The bill would also target partisan gerrymandering by requiring independent commissions instead of state legislatures to draw congressional maps. Furthermore, the bill calls on Congress to restore the full strength of the Voting Rights Act at a future date, after the Supreme Court gutted it in 2013
