No he never said that. He said there's no way to determine if anyone changed their vote due to the actions of russia and that they didn't investigate that aspect. You have spun it to say what you desire.
Psychologically the attack had to be as effective as any other form of advertising which is pretty effective as you well know.
People are swayed by emotion to want certain things. Advertisers know how to use that to get you to buy stuff.
Russia used it to get you to vote a certain way. Its logical to assume that some people were swayed by the actions of Russia. To assume otherwise is just foolish. But true enough we cannot know how many. At least 70K...
