You could be aware that someone possibly might have some plans to do harm, but if you don't have any hard evidence that they are going to do harm, you can't arrest them.

At least not in a civilized society. Maybe in a police state where just "vague suspicions" or "being someone who speaks ill of the powers that be" is enough to get you arrested.
