I believe the individual would need to fill out a 4473 to be sure the are legally permitted to own a firearm, and the company can pay for it.

I think the safest way would be to purchase gift cards at the dealer. No paperwork for the potential gift giver.

What if the employees don't want a gun? Not necessarily saying they are anti or anything, they could simply already have loads. Can they have the cash value instead?

No idea. I'm fairly confident one would have little issue selling or trading should they not want one
