(1)(a) Every person who has custody of a public record shall permit the record to be inspected and copied by any person desiring to do so, at any reasonable time, under reasonable conditions, and under supervision by the custodian of the public records.
...
(5) When ballots are produced under this section for inspection or examination, no persons other than the supervisor of elections or the supervisor’s employees shall touch the ballots. If the ballots are being examined before the end of the contest period in s. 102.168, the supervisor of elections shall make a reasonable effort to notify all candidates by telephone or otherwise of the time and place of the inspection or examination. All such candidates, or their representatives, shall be allowed to be present during the inspection or examination.

Funny thing 2 days ago I was okay lets get it right, but this is abusing the system. And more important than who ultimately wins or loses, is maintaining a semblance of faith in our electoral process, not saying it doesn't need tweaking, hell there are always room for improvement. Besides if the system is broke doesnt that invalidate the recently elected, the same azzhats on both sides of the aisle that are going to have to fix the process. After all Romney lost Florida by 80,000 votes, wonder if any of his votes got left at the post office.

Broward’s elections supervisor accidentally mixed more than a dozen rejected ballots with nearly 200 valid ones, a circumstance that is unlikely to help Brenda Snipes push back against Republican allegations of incompetence.
The mistake — for which no one had a solution Friday night — was discovered after Snipes agreed to present 205 provisional ballots to the Broward County canvassing board for inspection.

so these would be delivered by USPS, not a person carrying

Exactly. Where the hell are these ballots coming from? Because if they've been written out in some back room over the past few days, then frankly the entire election in Broward County (and probably Palm Beach County too) needs to be re-run, with election workers shipped in from another part of the state to supervise and count the votes.

The elections department didn’t originally intend to have the canvassing board review those votes, but after uproar from lawyers for the Republican Party, the office handed them over to the board, which usually reviews ballots still in the envelopes.
On Friday, the three-person canvassing board — on which Snipes usually sits — found about 20 of those 205 votes had mismatched signatures and declared them illegal.
