I agree, From my time as a photographer (Both 35mm and digital) It looks like some heat was applied (Not intentional) and some dirt caused a smudge or smear rather than a scratch. The darker part is the dirt (or whatever) which became embedded in the photo upon cooling while the "light" streak is the smear.
This does appear to be on the photo (3D effect in the larger scan the OP posted) rather than on the negative, which is why I am thinking some heating of the photo at some point which will cause the emulsion to become slightly liquid allowing the smearing rather than scratches.
