I agree and have since New Orleans was swamped.
However the reason people rebuild is simply economics. You (an individual or company) may still have a binding mortgage to pay whether or not you
choose to rebuild and you would have no asset value to balance the continuing liability of a loan.
Until there are incentives to not rebuild (perhaps loan forgiveness, or financial grants to ease the burden or other solutions) then people are locked
into a specific location.
Even if a property is owned outright, even with insurance payments, the land asset would be lost in not rebuilding.
It's a
'wicked' problem requiring new understanding and multi-stakeholder collaboration to find solutions.
