The Syrian regime is going to accept them and reintegrate them into "society"? Never.
The Turks are going to let them relocate to lives in Turkey with Government assistance to get them started? Doubtful.
I don't see Lebanon taking them. Will the EU take them? They're the only ones I can think of. They're "good guys" to the Sunnis but they are radicalized and trained to kill, some are "reformed" terrorists or "not as bad as ISIS" terrorists. Let's assume they're no longer considered or suspected of being terrorists by the accepting country, then maybe, but doubtful.
Syria would have to agree to letting them live there like an autonomous zone? Not going to work. There will always be fighting.
