Trump cancelled the meeting.

It's because of Kavanaugh. If Kavanaugh gets confirmed to be the next Justice then Rosentstein will be fired. He will be fired because Trump will have locked in his fifth vote on the SCOTUS to allow him to pardon as he pleases. If Kavanaugh doesn't get nominated then Trump will have to wait until after the midterms to get his SCOTUS pick.

Kavanaugh was picked for a variety of reasons, one of them being his belief in near absolute executive power.
