Question about coming from proxy'd host

Are permissions different if coming from a proxy? I don't mind if they are, I just want to make sure it isn't on my side. For example, I cannot star and flag if coming from a proxy.

Also if this is so, when did message boards get so smart? Is it a manual setting or does it come with the package?
