Same in retail. Any cash transaction over ten K even if spread out over a year must be reported. I lost a sale of an antique Persian carpet because of it once.
Got all the way to the register before the guy pulled out. He was a repeat customer who always paid in cash and sometimes his cash had a peculiar smell. Lol. No wonder he was skittish of having the sale reported. If I recall he did purchase a large silk handmade rug that was a little over five thousand. Not an antique. Which also has a provenance that needs documenting. Meaning they register the owner to track any future sales of the carpet.

While this article doesn't specifically mention Russians, it does show that his businesses were at least willing to allow money laundering to take place. which is bad in and of itself.
