No, he wants to offer amnesty and start with a clean slate and keep cartels from messing with the citizens. The government declaring war on then a decade ago is what started all the crap, that and the government trying to sell all natural resources and taking the money and leaving if he wins. It's so hard to fathom this. Most people have a really hard time believing Mexico lowered the age of sexual consent to age 12. They also have a hard time believing that Justice Ruth Bader Ginsburg advocated for 12 being the age of consent, in a paper she authored in 1997.

My wife grew up in mexico all her life and doesnt believe that law exists. Here, this was published in 2018.
