Perhaps it was a way to keep people out of the facility while traitors dressed as regular police smuggled out any and all evidence incriminating about the investigation Into Doj for destruction off site.

Well, if the story fits. I guess they trying to figure out how to explain why a third-party even called it in and under what circumstances so people do not ask what was whisked away from the site while the public was not watching.
