Easy to make napalm.
But then you have to have a delivery device like a napalm bomb.
And they are not easy to make without the proper fuses and cases.

There is only one place i can see for napalm and that is in firefighting to set backfires.
a firefighting unit called a Helitorch is use by firefighting helicopter uses napalm (the firefighter that work with it do not call it napalm) in setting backfires and for years have used leftover military napalm powder for them.
it maybe that the firefighter that use this have run out of old military stockpiles and need a new source.

I think South America is most likely yes.

Technically I think we have eradication ops in South America Asia and Africa right now, but it's a full time job trying to figure out which agency is in charge of which operations in each territory since there's state department CIA DEA SOCOM the various big commands like AFRICOM inside DOD and coast guard stuff to boot!

Which organization is doing what where and it's corresponding cast of supporting contractors and procurement/logistics arrangements is a massive crazy web.

There's also ITAR issues and a bunch of other stuff to navigate which basically puts a lot of this stuff in the position where there's actually no way to legally do what they are tasked with doing. Because of this, one of the ways the agencies play hard ball against each other is by ratting out someone's suppliers or et cetera.

What really sucks is how many people who have thought they were ok because how can it be illegal to fill an order for a federal agency? Wind up going to prison and losing everything over these interagency squabbles.
