You have to consider the fact that it's also "fiscal survival" .... If they don't act this way, in the current capitalistic market environment, then shareholder confidence fades and they lose, and risk absolute failure.

SLBMs are ten minutes away from the coast, come ashore flying below radar at Mach 3, in droves.

Our ships at sea also have radar, as well as our subs, not to mention our naval stations which are always on the look out. How would they get below radar? There are no valleys on the face of the ocean in which to hide.
