Forcing a set number of posts before being able to send PMs makes sense when wanting to prevent spammers, but not allowing someone to respond to a PM set to THEM is detrimental to enticing new members to remain. Especially when the set number of posts isn't officially stated that I can find anyways.

I am fairly certain the minimum number of posts is 25.. 5 more and you're in the clear.

Perhaps searching through a forum which interests you and making a few comments on old threads will do the trick?
