Yes, but if it landed that close to the airport, intact, it should have done more than leave a black spot near the runway. If it's based on the Scud-C or D, as it appears, it has a roughly 2,000 pound payload. That should do quite a bit of damage, including breaking windows from the shock wave.

The Yemeni Army’s Rocket Battalion launched three or four new ballistic missiles at their Saudi oppressors yesterday which they claimed hit their targets at the military base outside Khamis Mushayt, and is what regional press are reporting.
