Because that's not true. I don't even know where you're getting those numbers from. There are 5,103,353 registered to vote in L.A. county and 3,554,115 people voted. Source

Simple answer? They want the ore populous, and liberal, states to decide all of the elections, and they want to ignore the votes of the entire rest of the country, while that happens. They don't care about the people who vote anywhere else; all they care about is getting their current globalist candidate into office.
