The quote you gave describes what's sometimes called The Book of Dzyan. Madame Blavatsky wrote her entire "Secret Doctrine" based on this concept.
If you're familiar with Blavatsky and theosophy, does Yarker's book differ on her stated views? I'm gonna check out the book regardless, but I'd like to know the approach.

Not only that but in Hebrews 1:8 God himself calls Jesus God.

there isn't a single word in "Hebrews" that came from Jesus... said book is strictly the words of the author
SO... no he didn't claim to be God
and in fact HE said that he has a God
God doesn't have his own God
