name with no stats

On the left side of the screen, some users have no stats at all, just a name, does this mean they been banned? Or does it mean they closed out their account on their own?

If they also have no "blank stars" on their posts, on threads where stars would be available, they will have been banned.
I don't think it says so on their profiles any more, but they will not be available on the list of members.

Does your IP get banned or can you just make a new account and come back?

There have been some members that were regulars but are now banned. I wonder if they are still secretly here under a new identity.
