Ordinarily, when one is in a social setting similar to that of a laundromat, one ought to maintain respectful distance, show little to no agitation, as well as adopting a non-threatening, non-invasive posture and position. The reason for this, is that doing these things prevents causing concern to other individuals in the area. People who are correctly socialised understand this. There are few reasons that a person might ignore these unwritten rules of social conduct in such a setting, which do not have to do with some significant mental dysfunction. Even a person who is involved in investigatory activity, would not ordinarily wish to stand out so obviously, to the target of their researches, or anyone else for that matter. In fact, it is crucial that persons involved in investigation in an undercover capacity, remain more aware than usual of their surroundings and activities going on in them, without appearing to be watching at all. It is a skill that all persons involved in that field have to develop in training, in order to be properly prepared for it.

The brazenness of this mans observation of you does not seem to gel with the idea of an investigatory effort, certainly not one undertaken by an official entity, and not one undertaken by a particularly quality focused benefactor either.

It is far more likely that the individual is simply a few pins short of a frame.
