It's really simple. The power elite needs to be the louder voice and prevent low class mutiny. But, if the low class becomes vulnerable to foreign nationals on their own lands then they need to band together and sharing information becomes vital to their safety. You can't neutralize your lows and then open the border and say, "Have at them, foreign people!" That would be a catalyst for failure. So there's going to be a lot of rebellion until a firm line is drawn to restore that safety zone.
I'm all in favour of them sharing information to overcome the obstacles put in their place.
