I've got better. Lol. Sneakier. Anonymous. One of them is actually very similar: Abandoned cars/luggages/barrels blocking highways and citties every single day.
Of course you'd need non-communicating people and to let one of those explode from time to time or just containing a device to take effect.
The other one is so sick...oh man...simple murders could take away hundreds of lives daily and cause total panic
especially in combination with the first one and occasional gas attack or something. They do have chemicals, don't they?
This would however ensure them martial law, purges, armed citizens and maybe even a little genocide.

Not to mention putting buildings and woods on fire. Total havoc.
