Is North Korea dumb enough to Nuke Seoul?

North Korea doesn't have to nuke Seoul, it only needs to nuke the Carl Vincent. That would shut Trump up. DPRK is fully prepared to resume the Korean Civil War at any time using conventional weapons. The US wouldn't dare use nukes against the Korean peninsula, so everything would go back to where the cease fire was implemented, the difference being that South Korea is now an industrial powerhouse and North Korea has no allies willing to spend blood or treasure for it.
