Why not? They work and are fairly bulletproof. All they really need is an INS system to navigate with. They're also more resistant to EMP like effects.
OK. That makes sense. What part of an older technology launch system would be most subject to jamming/sabotage, and what would be the preferred method for doing this, from another location...like from one of our Top Secret satellites?

What matters, in terms of the politics of the issue, is that Kim even attempted a launch, in spite of mounting military pressure from the US, which NK knows to be a far stronger military force AND against the wishes of NK's only ally, China. Even with 150,000 Chinese troops amassed on its border, Kim went ahead with the launch!
Kim apparently fears no other government nor the potential consequences of their wrath.
He is either far more brilliant, politically, than either of the leaders of China or the US,
Or he is absolutely, bats**t barking insane.
My money is on the latter.
And that is a very dangerous bet.
