Anyone know what it is?

Probably a human shaped kite and maybe a little photoshop?

Most likely a fake/photoshop.

There was a reddit/4chan thread that did the digging, they made a pretty good case for the "kite"-story. There's a photo of a kite identically shaped as the thing in those pictures, likely the source photo of the photoshop.

Cba doing the digging again (to fetch you the link), but I'm sure U can get there in under a minute using a google. (reddit +dementor africa or smth)
