All anyone is saying is "high power". I've seen 1.8 watts but I don't know how accurate that is.

They're not as powerful as you think. It doesn't take a lot to blot out a radar signal. The AN/ALQ-99 is between about 6.8 and 10.8 kW depending on if you're talking about the newer or older systems. It's two external pods with two 2 kW systems in each pod

I can see how spoofing wouldn't require much but I was under the impression that there was some brute force involved as well.

There is, but usually when talking EW, brute force refers to jamming everything. You sent out a wideband signal that hits everything transmitting on that frequency or frequency range.

It can, but it's for more focused jamming, only hitting selected frequencies.
