The other difficulty is we have not, publicly at least, assertained that Mars is NOT inhabited.

Human history speaks a lot of what humanity is likely to do in the future.

Good points, though human nature will overcome the obstacles.

From observation the filthy rich won't sit back and watch their lifestyle disappear. They will invest in a money making scheme.

Now a city on Mars doesn't need to be under earth laws. They can make their own laws, or have none at all.

An ultimate city of depravity could arise, especially if the idea of slavery is included.

The idea of a city where a depraved mind can do anything they like to slaves without question would probably appeal to to a lot of rich people.

So who should go to Mars?

Since wealth knows no borders, and the dark side of human nature being what it is, I would say: "nobody".

If the UAE colonises Mars it means there won't be Martian bikini rocket washes.

Turning Mars into a living planet is the first thing that needs to happen. It probably will take another 100 years of 2117 to make an atmosphere on Mars.

So will rape be legal on Mars like it is in Dubai? They will even arrest the woman if she reports it:

Without basic human rights, you should not be allowed to participate in international projects.
