Considering all of this was set into motion during Obama's term Trump has nothing to do with it. Besides 4k NATO troops, spread over 4 E. European countries (Poland, Latvia, Estonia and Lithuania - 1k each) is not enough to threaten Russia.

Secondly as Russia pointed out with their massive war-games what a country does inside its own borders is no one elses concern.

If you want to see a really big military exercise and troop movements, just look to what goes on over the border in peaceful and innocent Russia.
