This is not a ban on muslims, however. It is a travel ban from countries that are mostly muslim. It, too, is temporary.
Kuwait is a non-NATO ally of the US.
Syrians, Iraqis, Iranians, Pakistanis and Afghans have not been able to obtain visit, tourism or trade visas to Kuwait since 2011, in a move which seemingly pre-empted US restrictions on seven Muslim-majority countries.

They have placed a passport ban on 5 nations apparently for "terrorism" reasons.
Visas are unobtainable even for trade.
All those banned nations are predominately Muslim religion based.
Hmmm.
And as a side note, Kuwait is one of two Muslim nations that allow Citizenship for their Christian populations, and their schools teach English in grade schools.

Kuwaiti government introduced a US-like travel ban on passport holders of five Muslim-majority countries, according Gulf state.
The Kuwaiti new blanket ban includes Syrians, Iraqis, Iranians, Pakistanis and Afghans.
The ban is in place and citizens from those countries are not able to obtain visit, tourism or trade Kuwaiti visas.
The Kuwaiti state ascribes the travel restrictions to the instability and the existence of terrorist groups in those countries and that the ban would be lifted once the security situation improves.
