That Polaroid of the purported Dahmer victim looks sketchy as hell too. Dahmer did take photos of some of his victims but I think they were all while the bodies were intact. It also looks quite fake.
It is a piece of art mimicking something quite disturbing in its source of inspiration. There are some kinds of people that collect serial killer and other murder related art or authentic items. Some auction sites cater to this particular market.

I can see the point that there are marked differences in the poor guy who was murdered and the piece of art work that one of Washington's most powerful brothers has hanging in his house. But if you look at the similarities an, from my perspective, an objective person will see a Jeffery Dahmer victim used as inspiration to create this art.
