It's not just him that has to agree to settle though. The Plaintiffs have to agree, too.

Up until now, Trump has repeatedly said he would not be settling.

What he says and what he does are not necessarily the same thing.

Schneiderman said that under the terms of the settlement, "every victim will receive restitution" and that Trump will pay up to $1 million in penalties to the state of New York "for violating state education laws."

ETA 2: Has Trump 'admitted' to violating state laws? Something feels off about that part.

I think it was sensible for Trump to settle and get this out of the way.

The deal required no admission of wrong doing.

The NY attorney general, Eric Schneiderman, brought the case. This is what he said today:

Schneiderman said that under the terms of the settlement...Trump will pay up to $1 million in penalties to the state of New York "for violating state education laws."

That sounds like he admitted to violating state laws....if he agreed to pay a penalty for "violating state education laws."
