I expected Trump to settle out of court.
It's his way.
It's not just him that has to agree to settle though. The Plaintiffs have to agree, too.
Up until now, Trump has repeatedly said he would not be settling.

Up until now, Trump has repeatedly said he would not be settling.
What he says and what he does are not necessarily the same thing.
Attorneys for President-elect Donald Trump have settled all three fraud civil lawsuits against the now-defunct Trump University for $25 million and no admission of wrongdoing, according to a source familiar with the settlement negotiations.
Schneiderman said that under the terms of the settlement, "every victim will receive restitution" and that Trump will pay up to $1 million in penalties to the state of New York "for violating state education laws."

Agree. That's what I thought he should do, too.
But this part has me concerned and has me caught off-guard:
Schneiderman said that under the terms of the settlement, "every victim will receive restitution" and that Trump will pay up to $1 million in penalties to the state of New York "for violating state education laws."
Did Trump admit to violating NY state education laws? If so...that could be exploited in all kinds of ways.

I suspect that he is not admitting that either - the state will have brought a case against him too and he settled with no admission of guilt.
