A fake bomb attack in Bagdat?

This is a video captured by a security camera (suprisingly). Some guy puts some explosives into a car in a silent street. It explodes and right after the blow fake injured people rush to the site and lay down like they were wounded. Some unaware citizens or other actors came in and try to take them to a safer place or try to help. I think this is an attempt to create some local news but still, interesting as these explosions/attacks are common over there and you really do not need to fake a news. That street and the people does not look like an important specific aspect. Trying to think of a reason.

If it was a security camera why is it moving, and you can hear the person holding it speaking....
