Thanks to member cuckoold, here is the engineer's website. You read if fully and tell us if he seems at least to be legit in his basic knowledge and understanding of what is involved. At the least, he is "not some idle storyteller."

They gotta have something that communicates nearly instantaneously.

Spy satellites. To get the resolution they want they create artificial apertures by using a constellation of satellites. They have to manuever perfectly locked together and communicate nearly instantaneously to relay the data to each other over long distances to maintain the perfect formation.

They must have some way to communicate and coordinate that overcomes the transmission time due to the distances.

If its all pre programmed and somehow they stay perfect thats one thing but what if you want to relocate to view something time sensitive and you cant launch a bird on the ground to go get the imagery. How you going to keep the constellation perfect enough to maintain that artificial or synthetic aperature.

Also what if you want to send un interceptable transmissions. Phase conjugate beam with supercooled non linear medium? So the messages just appear at the recieving end.

And if so, why not do that with radar? Like a stealth radar. Where it doesnt broadcast and yet a radar reflection just happens at point B lighting up the target so your passive sensors can detect them but youre never really sending anything out yourself. Maybe use it to lock on known targets for weapons guidance. Like use a conjunction of ultra wideband impulse radar to cast a ghostly net to search far and wide like a phantom for its prey. Once found use a phase conjugate rig as described above to lock on stealthily so the target never knows its been detected, locked on and that something wicked its way is coming.

Or do the same trick using PC & SC NLM so you can through observation reverse lepton modes and you know. Create fog banks. But there not here. Or make chinese stealth fighter spontaniously wink out with a burst of 511

And this is why bass shouldnt be drinking beer this early in the morning.

He may be knowledgeable but as I said in this post, he didn't seem to be looking very hard for alternate explanations of what he was seeing, like clock synchronization issues as mentioned in the comments.

Also read his comments I cited about how the scientific community views such claims. Extraordinary claims require extraordinary evidence. By this own admission he is providing us with the former, but he doesn't provide us with the latter, just a story. It's an interesting story, but just a story.

So let's say something along the realms of quantum transportation became a reality for the sake of the hypothetical question

If we were stationary on a nearby planet "kip1087" and had a capable satellite.

And kip, the planet of which we are on is 2 distances of the sun away from earth

If someone were to observe earth 16 minutes into the past, would instantaneously traveling to said location yield the same results?

Or is it some type of effect that does that?

But we do know what was going on secretly 50+ years ago, more or less, and what was secret was advanced engineering, not unknown physics.

You can imagine there's secret basic physics unknown to the public if you want, but it doesn't seem very likely and past history doesn't demonstrate secret knowledge of basic physics by government. But sure they have other secrets, I've just never seen anything credible to suggest they have secret knowledge of basic physics which is what FTL communication would entail. I suppose that story "suggests" it, but I mean nothing credible.

Science demands evidence. If it didn't, then it wouldn't be science, and that story doesn't provide much in the way of evidence. If the "star" of the story "Rich" ever posted his evidence on the internet and revealed who he was then at least we would have a starting point for investigating the credibility of the claims.

You could just use Mars for your question since average distance is about 20 light minutes away but it varies quite a bit from when Earth and Mars are on the same side of the sun to when they are on opposite sides of the sun.

It's not a "type of effect", just the limitation of the speed of light. We see Mars as it looked 20 minutes ago, and Mars sees Earth as it looked 20 minutes ago, on average. So if you traveled to Mars instantaneously and had a big enough telescope you could watch what you were doing on Earth 20 minutes ago.
